In 1920, Vasconcelos was appointed rector of the National University of Mexico, and since becoming president Obregón, giving their support, Vasconcelos support to indigenous communities constituting the Department of Indigenous Culture.
Then comes another character for governor of Sonora, Plutarco Elias Calles called , Pedagogue, military and political, who first, having started as a rural teacher, decides to support these communities through a decree for the construction of schools in this medium .

En 1922 fundó la Escuela Normal Rural en Michoacán. Estableció el programa de Educación Indígena y Rural y nombró a un grupo de maestros misioneros.
Plutarco Elias Calles, was acting governor and being the teacher, attended the rural education, for it ordered a decree to establish schools in all towns that have more than five hundred people , ordered the creation of the State Normal School in Sonora in 1916, promoted the education of peasants, indigenous people and the establishment of schools "Cruz Gálvez" for girls and boys.
